Its from a news reel showing philippine pro-japanese faction arriving in Japan for a meeting or something
Could be this transport of Ricarte ? Or other miltary/political figure sympathetic to Japanese?

"Topsy photo showing "KAI" could be "KAIBIGAN" for Friend or another Filipino word but I am not certain. I will ask my historian friend for this. President Laurel was aid to have a Ki-57 Topsy or even a G6M Tina as a Presidential aircraft. I know for a fact that he was evacuated from the P.I in a G4M Betty in 1945."
