JCS: n response to recommendation of Gen MacArthur and Adm Ghormley on July 8, 1942, Joint Chiefs of Staff rule that offensive must be conducted as planned.

China: 1st Lieutenant Henry Elias (75th FS) claims a Japanese fighter over Hankow.

ALASKA (11th AF): One B-24 aborts a reconnaissance mission to Kiska due to weather.

PACIFIC OCEAN AREA (POA, 7th AF): Ground echelon of the 11th Bombardment Group leaves Hawaii embarked aboard USS Argonne (AS-10) bound for the South Pacific.

USN: Kaiser Shipyard in Vancouver, Washington State laid down LST-1 Class Tank Landing Ships (LSTs) USS LST-454 and USS LST-456.

PBY Catalins from VP-14 attempt to bomb Japanese base at Tulagi-Gavutu area but bad weather cancels the mission.

PBY Catalina from VP-41 returning from a patrol spots A6M2 Zero 4593 upside down on Akutan Island. This Zero became know to Americans as the "Aleutian Zero" or "Alaska Zero".

USMC: Marine Corps Air Station, El Centro, California, was organized.
