During late April 1944, many of the Japanese from Hollandia fled west toward the Toem-Wakde-Sarmi area, where the Japanese Army 36th Division was dug in with 11,000 troops.

Toem was occupied by elements of the Japanese Army 223rd Infantry Regiment "Yoshino Force" and 224th Infantry Regiment under the command of Lieutenant General Hachiro Tagami defending Lone Tree Hill near Maffin village overlooking Maffin Bay.

During June 1944, the U.S. Army 6th Infantry Division arrived at Toem to relieve the 158th Regimental Combat Team (158th RCT) and entered combat on June 20, 1944.
