Shobu Group approximately 152,000 under General Tomoyuki Yamashita including the 2d Tank Division (less), 10th Division (less), 19th Division, 23rd Division, 103rd Division, 58th IMB, Tsuda Detachment and elements of 4th Air Army.

Kembu Group approximately 30,000 under Major General Tsukada including the 1st Raiding Group, 2nd Mobile Infantry (less), 39th Infantry (less), Navy combat and service personnel (15,000) and elements of 4th Air Army.

Shimbu Group approximately 80,000 under Lt. General Yokoyama including 8th Division (less), 105th Division, Manila Naval Defense Force (16,000) and elements of 4th Air Army.
