Location Lat 20° 51' 22N Long 106° 40' 56E Hai Phong is a city municipality in the Red River Delta Region of northeast Vietnam. Wartime spelling "Haiphong". Borders Hai Phong Harbor. Wartime History During the war, the Japanese used Hai Phong Harbor for shipping. A cement plant was operated to the north of the city.
