Background
The 31st Kokutai was established on February 1, 1942 at Nichols Field near Manila until April 1942 flying the D3A Val, then assigned to the 31st Naval Base Force.

Next, operated from Rabaul during the Guadalcanal campaign.

On November 1, 1942 redesignated 954 Kokutai.

Returning to the Philippines, their headquarters was again based at Nichols Field. In the Philippines, they operated B5N Kate, D3A Val and F1M Pete.
